European Union interior ministers are set to hold an emergency video meeting on Tuesday to discuss the migrant crisis at Spain's Ceuta border.
The meeting comes after thousands of migrants crossed into Ceuta from Morocco.
European Commission President Ursula von der Leyen has called for a united European response and stronger border security.
Spain says nearly 69,500 migrants have already returned to Morocco.
Authorities have also confirmed 72 deaths on the Spanish side of the border and 11 on the Moroccan side during the overcrowding and chaos.
